Someone asked why the cops didn't chase them into the tunnels. Although I have said it will be covered during this chapter--and it will--there's no harm in talking about it here.

The first reason is that Katerina (the bartender) either accidentally or on purpose got in the way. By this point most people in the bar were rather terrified, and some others tried to run while the distraction was going on--we can probably assume there were more than two dead in total.

Once the chaos was over, the police did attempt to enter the tunnels, but (although it hasn't really been shown yet) the tunnels under Whitelit District are a complete maze. Any or all of this may be referenced in the comic at some point.
